LINE 3 DECOMMISSIONING

The Line 3 Replacement Program is the largest project in the client’s history. It consists of a C$5.3-billion Canadian component and a US$2.9-billion American component to fully replace 1,031 miles (1,660 kilometres) of Line 3 with new pipeline and associated facilities on either side of the Canada-U.S. international border. The Plex team members were responsible for the engineering and project management of the Canadian decommissioning scope for Line 3 which consisted of the permanent cessation of 1100 km of 34-inch diameter pipeline. The Plex team members were responsible for the
following aspects of this project:

Completion of front-end engineering design and detailed design phases

  • Project Management inclusive of schedule, budget, quality and safety management
  • Construction support
  • Procurement of materials
  • Development of material requisitions
  • Contractor scope of work development
  • Providing contract award recommendations for major construction contracts
  • Development of a successful Nation Energy Board Decommissioning application
  • Provided expert witness testimonials and information request support during NEB regulatory
  • Hearings
  • Development of detailed decommissioning plans and procedures for:
    • Pipeline purging and cleaning
    • Environmental Segmentation
    • Isolation activities
    • Crossing filling
  • Provided construction support and oversight of pipeline purging and cleaning programs
  • Development of decommissioning and abandonment design standards and construction specifications
  • Consultation with external stakeholders
  • Relationship management with landowners and landowner groups such as the Canadian
  • Association of Energy and Pipeline Landowners Association (CAEPLA)

Cheecham Corridor Relocation Abandonment Plan

Plex applied a risk-based approach to relocate six pipelines near Cheecham Terminal, ensuring safety, compliance, and environmental protection.

Line 93 Commissioning

Plex optimized nitrogen use for the $8.2B Line 93 Replacement, providing planning, engineering, logistics, and seamless execution support.

Integrity Dig Support

Plex managed NDE and repairs for five complex pipelines, delivering execution plans ensuring efficient, compliant remediation and environmental protection.
